Defendant appealed the decision of the Appeals Panel sustaining the violation of R.I.G.L. 1956 § 31-16-5 (turn signal required). The defendant failed to provide the Appeals Panel with a transcript of the original hearing. The District Court held that in the absence of a transcript the Appeals Panel could not provide a meaningful review and, therefore, that the dismissal of the defendant’s appeal was proper. Accordingly, the Court affirmed the decision of the Appeals Panel sustaining the violation against the defendant.
