Due Process

Defendant appealed the decision of the Appeals Panel sustaining the violation of R.I.G.L. 1956 § 31-14-2 (prima facie limits). The Court held that § 31-14-2 is to be read in conjunction with other sections and a penalty for the violation of § 31-14-2 does not violate the defendant’s constitutional right to due process.
